How to suspend a parking bay in Tower Hamlets for a move
Tower Hamlets keeps a limited suspension service for residents moving house, wants seven working days including the money, and processes dispensations in three.

Start with the zone map
Before anything else, find out which parking zone the address sits in. The council keeps an online map for exactly this and asks you to check it as the first step of an application, because the zone determines the restrictions, the hours and which form you end up on. Bethnal Green and Bow sit in different zones with different characters, and a neighbour's answer from two streets away is not reliable.
The resident service exists, and it is limited
The council runs what it calls a limited suspension service for residents in special circumstances, and it names moving house as one of them. It carries a service charge, and for up to two bays for a single day there is no bay charge on top. Two bays for one day is, as it happens, a fairly exact description of a normal house move: a Luton and its tail lift.
That means the shape of the decision here is unusually simple. If your move is one day and two bays, you are inside the arrangement the council designed for it. If it is three bays or spans two days, you are outside it, and the ordinary schedule applies.

Seven working days, including the money
The council needs at least seven working days to put a suspension in place, and its terms are specific that this is not merely a paperwork deadline: the full charge has to have reached parking services at least seven working days before the start. An unpaid application is not a pending one.
The council aims to turn requests around within a couple of working days once they are in, and to give three working days of notice on the street before a suspension takes effect. At its discretion, and in exceptional cases, it will consider something arranged at shorter notice — but that is a favour rather than a route, and a move booked weeks ahead should not need it.
The other product
A dispensation here does something narrower than a suspension: it lets a vehicle wait or load on a single yellow line, and in special cases on a double. It does not clear a bay for you. The council needs three working days to process one.
For a flat above a shop on Roman Road that is often the right tool, because there is no residents' bay to suspend in the first place and what you actually need is permission to sit on the yellow line for long enough to empty the place. For a terraced house with bays outside it, the suspension is the better answer.
Vehicles in a suspended bay
The terms are unusually direct here. Unauthorised vehicles are not permitted in a suspended space for any reason, and may be removed — where an unauthorised vehicle means anything not actually being used for the activity the space was suspended for. That last clause is worth reading twice if you were planning to leave your own car in the bay overnight to hold it.
Changing it
Cancellations want three working days' notice by email, and are subject to the council's discretion. Amendments made after the suspension has been processed and paid for attract a further administration charge, which is the council's polite way of saying that changing the date is not free. The charges themselves are published on the council's parking charges page, and we link them rather than restating them — a figure copied here would be right until the day it silently was not.
Without a suspension
Bethnal Green Road and Cambridge Heath Road both run bus lanes on top of heavy traffic, and a van left standing on either collects a penalty notice rather than a load. Columbia Road's Sunday flower market shuts streets and swamps the ones it leaves open, and Roman Road's trading days do a smaller version of the same thing. Somebody who has not planned the parking is planning the carry instead, from wherever the van eventually stops.
