How to suspend a parking bay in Hackney for a move
Hackney needs seven working days, counted from the day after the form goes in — so a Friday request really starts on the Monday. What to send, and what the signs do.

The counting rule nobody reads twice
Hackney wants the form in a clear seven working days ahead of the start date, and then adds the detail that decides whether yours is early or late: the count begins on the next working day after you apply. Send the form on a Friday and day one is Monday. Send it the Friday before a bank holiday weekend and day one is Tuesday.
Work backwards from the loading date in working days, not in calendar days, and add a couple for comfort. Late applications are looked at if you explain why they are late, but there is a surcharge attached and no promise at the end of it.
Suspension, or the smaller thing
Two products, two different problems.
A suspension empties a length of bay and keeps it for you. That is what a full house move on a Dalston or Clapton terrace needs, because the van is going to be there for hours and the carry distance is the whole game.
A dispensation lets a vehicle park inside a controlled zone for a day without holding a specific space. The council is explicit that it does not guarantee you anywhere to put the van; if a dedicated bay is what you are after, it says, apply for the suspension instead. Applying for one means producing either proof that you live at the address — a tenancy agreement, a bank statement or a utility bill from the last three months — or the removal firm's details including the registration of the vehicle. Once it is approved the permit itself takes up to four working days to reach you, which is another reason to start early.

What you will be asked for
The whole thing is done online through the council's permit system. You give the road, the dates and how many bays you want. After that the team may email asking for documents that support the request, so watch the inbox you applied from rather than assuming silence means approval.
What it costs, and why the number is not here
The council publishes its own charges, and they have two parts: an administration element and a per-bay, per-day element. There is a concession for house moves — the bay element is discounted for up to three bays on the first day — which for a one-day move over three bays or fewer is the difference between a small bill and a large one.

Signs, and the bay on the morning
Yellow warning signs go up beside the suspended bays, and the council aims to have them in place three to seven days ahead. That window is the practical bit: the notice period is what persuades a neighbour to park elsewhere.
If a car is still there when the van arrives, the responsibility to tell the council is yours. Report it and enforcement can ticket the vehicle — but the council is careful not to promise it will be towed, and on a busy morning in E8 it very often is not. Plan on the basis that a blocked bay means a longer carry rather than a two-hour wait.
Without any of it
Loading a Luton off Mare Street or Amhurst Road without cover is a penalty charge notice, and often more than one, because enforcement in this borough is dense and the bus lanes are camera-enforced rather than officer-enforced. The cost of the suspension is usually smaller than a single ticket and much smaller than a tow.
Who applies
The council wants an applicant it can tie to the address, which in practice means the person moving. Once it comes through, forward the reference and the permitted hours; the loading order gets built around them. Where a suspension cannot be had at all, the turnings north of London Fields and the quieter ends of the N16 streets still give a workable window, and that is better agreed at booking than at eight in the morning.
