How to suspend a parking bay in Waltham Forest for a move

Suspension or dispensation
The borough runs two separate things and a removal van almost always wants the first. A suspension takes a length of kerb out of use and holds it for whoever applied. A dispensation buys permission for a vehicle to sit where it otherwise could not — it does not reserve anything, so you may still arrive to find every metre of it occupied. The council puts it plainly: if you need to guarantee a specific space, apply for the suspension.
One more thing about size, because it decides how many spaces you book. The terms measure a bay as five linear metres. A long-wheelbase Luton with the tail lift down is realistically two of them, and anything larger is more again.
Two deadlines, not one
This is where most applications come unstuck, because there are two dates to hit and only the first one is obvious.
- The application has to be with the council at least 14 days before the date you want.
- Approval is only finalised when the council has been paid, and that has to land no later than 10 days before the start date.
An email confirming your form arrived is not an approval. Hit the first deadline, miss the second, and you have nothing.

The signs are what actually clear the bay

Two clauses then catch people out. First: if a granted suspension is not in use by close of business on the first day, the signage comes down, the whole thing is cancelled without warning and nothing is refunded — so book the bay for the date you are genuinely loading, not a hopeful range around it. Second: enforcement here runs around the clock rather than only inside the controlled hours, which is worth knowing if your crew starts at seven in the morning.
When a car is sitting in your bay
Ring parking enforcement. The council will not know unless somebody tells it, and the suspensions line on the council page routes you there. Charges for relocating an obstructing vehicle fall on commercial and utility applicants rather than on residents, but the wait is identical either way, which is the argument for putting the van somewhere workable and starting the carry while it gets sorted.
Changing your mind
Dates can be pushed back but never pulled forward — a start date cannot be brought earlier once it is set. An extension needs a fresh form at least four working days before the original end date. Cancel with seven working days or more remaining and everything comes back except the application element; cancel later than that and it does not.
Who submits it
Whoever the council can hold to those terms is the applicant, and for a house move that is normally the resident, from their own details.
